- Representative Manoogian moved to approve the minutes of the June 11th, 2019 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid the committee at ease, the time being 12:07 p.m. The Chair called the committee to order, the time being 12:10 p.m. The Chair laid HB 4200 and HB 4201 before the committee: HB 4200 (Rep. Eisen) Weapons; concealed; penalties for open-carry of a concealed pistol in prohibited areas; modify. HB 4201 (Rep. Eisen) Weapons; concealed; sentencing guidelines; update. Representative Jones offered the following amendment for HB 4200: 1. Amend page 5, line 11, after "infraction" by inserting "or guilty of a crime as follows: (a) Except as provided in subdivisions (b) and (c), the individual is responsible for a state civil infraction and may be fined not more than $500.00. The court shall order the individual's license to carry a concealed pistol suspended for 6 months.$250.00. (b) For a second violation, the individual is guilty of a misdemeanor punishable by IMPRISONMENT FOR NOT MORE THAN 90 DAYS OR a fine of not more than $1,000.00, OR BOTH. The court shall MAY order the individual's license to carry a concealed pistol revoked.SUSPENDED FOR UP TO 1 YEAR. (c) For a third or subsequent violation, the individual is guilty of a felony punishable by imprisonment for not more than 4 2 years or a fine of not more than $5,000.00, or both. The court shall order the individual's license to carry a concealed pistol revoked.". Representative Jones explained the amendment.
