Amend page 19, following line 27, by inserting: “(5) Applicants for hazard pay premiums for law enforcement officers must agree to prohibit the use of knee and choke holds as a restraint practice and to require all of the applicant's law enforcement officers to complete training in all of the following areas: (a) De-escalation techniques. (b) Implicit bias training. (c) Procedural justice training. (d) Mental health resources and support available for law enforcement officers." and renumbering the remaining subsections.
