Funds appropriated in part 1 for dam repairs, in addition to any unencumbered and unobligated funds the department has for dam repairs, shall be used by the department to pursue repairs to dams that are in most immediate need and dams deemed by the department to be highly hazardous. Funds may be used to pursue enforcement measures and to inform the public of potential high hazard dam failures at privately-owned dams." and renumbering the remaining sections.
