Representative Steven Johnson moved to adopt the meeting minutes from December 7, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid a presentation by the EAC (Election Assistance Commission) before the Committee. Commissioner Donald Palmer gave a presentation via Zoom on behalf of the U.S. Election Assistance Commission. Questions and discussion followed. At 12:48 PM, the Chair laid the committee at ease. At 12:49 PM, Majority Vice Chair Wendzel called the committee back to order. The Chair laid HB 5573, HB 5574 and HB 5575 before the committee: HB 5573 (Rep. Bollin) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 307 (MCL 257.307), as amended by 2020 PA 376. HB 5574 (Rep. Bollin) A bill to amend 1972 PA 222, entitled "An act to provide for an official personal identification card; to provide for its form, issuance and use; to regulate the use and disclosure of information obtained from the card; to prescribe the powers and duties of the secretary of state; to prescribe fees; to prescribe certain penalties for violations; and to provide an appropriation for certain purposes," by amending sections 1 and 2 (MCL 28.291 and 28.292), section 1 as amended by 2020 PA 306 and section 2 as amended by 2021 PA 73. HB 5575 (Rep. Bollin) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 509q, 509gg, and 509hh (MCL 168.509q, 168.509gg, and 168.509hh), section 509q as amended by 2020 PA 302, section 509gg as amended by 2014 PA 94, and section 509hh as added by 2005 PA 71. Chair Ann Bollin testified in support of HB 5573, HB 5574 and HB 5575. Questions and discussion followed. At 12:53 PM, Majority Vice Chair Wendzel laid the committee at ease. At 12:54 PM, the Chair called the committee back to order. Adam Reames representing the Michigan Department of State testified in opposition to HB 5573, HB 5574 and HB 5575. Questions and discussion followed. The following people submitted a card in support of HB 5573, HB 5574 and HB 5575, but did not wish to speak: Bill Zaagman (GCSI), representing the Michigan Association of Municipal Clerks.
