- Representative Fink moved to excuse Representative Wendzel from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 4045 and HB 4069 before the committee: HB 4045 (Rep. Schmaltz) A bill to create the volunteer employee criminal history system program; to impose a fee for conducting a national and state criminal history record information; and to provide for the powers and duties of certain state and local governmental officers and entities. HB 4069 (Rep.
