- Representative Hoskins moved to adopt the meeting minutes from October 21, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4816 before the committee: HB 4816 (Rep. Jenkins-Arno) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding section 281. Representative Jenkins-Arno, joined by Brent Fursberg, representing the Lansing Growth Fund, Jenan Jondy, representing the Michigan State University Center for Community and Economic Development, and Christopher Miller, representing the National Coalition for Community Capital, testified in support of HB 4816. Questions and discussions followed. The following people submitted a card in support of HB 4816, but did not wish to speak: Adam Majestic, representing the Detroit Regional Center.
