- Representative Rogers moved to adopt the amendments to HB 5619. The motion did not prevail 12-16-0: UNFAVORABLE ROLL CALL Yeas: Reps. Tate, O'Neal, Rogers, Steckloff, Glanville, Edwards, Farhat, Martus, McKinney, Morgan, Snyder and Longjohn. Nays: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Mueller, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, Kuhn, Steele and Robinson. Pass: None. Representative Glanville offered the following amendments to HB 5619: 1. Amend page 418, line 19, after "health" by striking out "375,780,500" and inserting "377,725,700". 2. Amend page 418, line 20, after "services" by striking out "3,329,969,700" and inserting "3,342,987,100". 3. Amend page 418, line 28, after "revenues" by striking out "3,787,480,600" and inserting "3,797,783,700". 4. Amend page 421, line 17, after "$" by striking out "742,737,100" and inserting "800,184,800". 5. Amend page 422, line 3, after "organizations" by striking out "711,203,700" and inserting "715,599,300". 6. Amend page 422, line 7, after "waiver" by striking out "586,826,500" and inserting "603,442,900". 7. Amend page 422, line 23, after "revenues" by striking out "10,856,917,000" and inserting "10,908,465,000" and adjusting the subtotals, totals, and section 201 accordingly. 8. Amend page 446, line 27, by striking out all of section 264 and inserting: "Sec. 264. (1) The department shall not expend the funds appropriated in part 1 to enter into any contract with a Medicaid managed care organization of MI Choice Waiver, MI Coordinated Health, or behavioral health unless the Medicaid managed care organization agrees to do all of the following: (a) Continue the direct care wage increase funded at $3.40 per hour for the services noted in the department’s Medicaid provider letter L 21-76 under the Medicaid managed care organization’s relevant program. (b) Ensure, to the greatest extent possible, that the full amount of funds appropriated for direct care worker wages, except for costs incurred by the employer, including payroll taxes, is provided to direct care workers through maintained increased wages. (c) Permit a direct care worker to elect, in writing or electronically, to not receive the wage increase provided in this section. (2) Not later than March 1 of the current fiscal year, the department shall submit a report to the standard report recipients that includes the following information by program and provider type for the previous fiscal year: (a) Hours of service that qualified for the direct care worker wage increase. (b) The aggregate increase in wages attributable to the funding appropriated in part 1. (c) A comparison of the projected increase included in the capitation rates and the reported amount expended on the wage increase.".
