- Representative O'Neal moved to adopt the amendments to HB 5619. The motion did not prevail 12-16-0: UNFAVORABLE ROLL CALL Yeas: Reps. Tate, O'Neal, Rogers, Steckloff, Glanville, Edwards, Farhat, Martus, McKinney, Morgan, Snyder and Longjohn. Nays: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Mueller, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, Kuhn, Steele and Robinson. Pass: None. Representative O'Neal offered the following amendment to HB 5619: 1. Amend page 91, following line 28, by inserting: "Sec. 721. (1) From the unexpended and unencumbered funds appropriated in article 2 of 2022 PA 166, article 2 of 2023 PA 119, article 2 of 2024 PA 121, and article 2 of 2025 PA that were designated as work project appropriations, the department shall work with the state budget director to lapse a total of $20,000,000.00. The $20,000,000.00 in work project lapse funds must be made available for expenditure by the department to support sign-on and retention bonuses for corrections officers. (2) The department shall grant $2,000.00 sign-on bonuses for new corrections officers and $2,000.00 retention bonuses for current corrections officers. The department must expend a minimum of 50% of the sign-on and retention bonus in the first month of employment. The remaining percentage must be paid if the corrections officer continues employment with the department for at least 12 months. (3) Expenditure of funds for corrections officer retention and sign-on bonuses must be agreed to by the civil service commission, the office of state employer, and the Michigan corrections organization.".
