Representative Frisbie moved to adopt the meeting minutes from April 21, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid SB 301 before the committee: SB 301 (Sen. Bellino) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending sections 30 and 623 (MCL 206.30 and 206.623), section 30 as amended by 2025 PA 24 and section 623 as amended by 2021 PA 135, and by adding sections 279 and 679. Joshua Stump, representing the Office of Senator Bellino, joined by David Galbenski, Jon Hoffman, representing the American Kidney Fund, and Dr. Mona Doshi, representing the University of Michigan, testified in support of SB 301. Questions and discussions followed. The following people submitted a card in support of SB 301, but did not wish to speak: Randy Gross, representing the Michigan Chamber of Commerce. Elizabeth Kutter, representing the Michigan Health and Hospital Association. Adam Majestic, representing the Detroit Regional Chamber. Sean Gehle, representing Trinity Health.
