BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES January 24, 2019 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, January 24, 2019, at 8:30 a.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Adopted the Committee Rules. 2. Reported SB 2 (Sen. Lucido) with recommendation and immediate effect. The Chairman called the meeting to order at 8:37 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang, and Irwin, a quorum was present. The Chairman entertained a motion by Sen. VanderWall to adopt the committee rules. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang, and Irwin Nays: None The motion prevailed and the rules were adopted. The Chairman summarized SB 2. The following individuals were invited to present testimony regarding SB 2: Charles Owens, National Federation of Independent Business – Support Scott Underwood, Waterford Township Police – Support The following cards were read of those individuals not wishing to testify before the committee regarding SB 2: Rachel Richards, Michigan League for Public Policy – Support Kimberly Buddin, ACLU of Michigan – Support David Guenthener, Mackinac Center – Support David Worthams, Michigan Bankers Association – Support John Shea, Criminal Defense Attorneys of Michigan – Support John Cooper, Safe and Just Michigan – Support Gary Reed, Michigan Association of Chiefs of Police – Oppose Page 1 of 2 The Chairman entertained a motion by Sen. Barrett to report SB 2 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang, and Irwin Nays: None The motion prevailed and the bill was reported. The Chairman made a motion to recommend immediate effect for SB 2. Without objection, immediate effect was recommended. There being no further business before the committee, the Chairman moved to adjourn the meeting.
