GRAHAM FILLER CHAIR COMMITTEE MEETING MINUTES Wednesday, January 12, 2022 2:00 PM Room 519, House Office Building The House Committee on Judiciary was called to order by Chair Filler. The Chair requested attendance be called: Present: Reps. Filler, Mueller, Griffin, Steven Johnson, Rendon, Berman, Clements, LaGrand, Yancey, Bolden, Hope, Breen. Absent: Reps. Kahle. Excused: None. Representatives Clements, Yancey and Bolden joined the committee remotely. Representative Mueller moved to adopt the meeting minutes from December 7, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5338, HB 5428, HB 5592 and SB 694 before the committee: HB 5338 (Rep. Allor) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending section 8154 (MCL 600.8154), as amended by 2012 PA 20. HB 5428 (Rep. VanWoerkom) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending sections 515 and 521 (MCL 600.515 and 600.521), section 521 as amended by 2001 PA 256. HB 5592 (Rep. LaGrand) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending section 803 (MCL 600.803), as amended by 2012 PA 36. SB 694 (Sen. Bumstead) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending sections 504, 511, 515, and 521 (MCL 600.504, 600.511, 600.515, and 600.521), section 504 as amended by 2014 PA 59, section 511 as amended by 2018 PA 6, and section 521 as amended by 2001 PA 256. Senator Bumstead introduced SB 694. Chief Judge Gregory Pittman, representing the 14th Circuit Court, testified in support of HB 5428 and SB 694. Circuit Court Administrator Sandra Vanderhyde, representing Muskegon County, testified in support of HB 5428 and SB 694. The following person submitted a card in support of SB 694, but did not wish to speak: Bob DeVries, representing Ottawa County. The following person submitted a card in support of HB 5338: Judge Aaron Guathier, representing Presque Isle and Cheboygan Circuit Court The following person submitted a card in support of HB 5428 and SB 694: Judge Marietti, representing the 14th Circuit Court Representative VanWoerkom, Representative Allor, and Representative LaGrand introduced their bills. Bumstead) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending sections 528, 549c, 550a, 8143, 8144, and 8176 (MCL 600.528, 600.549c, 600.550a, 600.8143, 600.8144, and 600.8176), section 528 as amended by 2012 PA 18, section 550a as amended by 2012 PA 36, sections 8143 and 8176 as amended by 2002 PA 92, and section 8144 as amended by 2020 PA 82. Senator Bumstead introduced SB 654. Judge Kevin Drake, representing the Newaygo County, testified in support of SB 654. Tom Boyd, representing the State Court Administrator's Office, testified in support of HB 5338, HB 5428, HB 5592, SB 654 and SB 694. Questions and discussion followed. The Chair laid SB 244 before the committee: SB 244 (Sen. Runestad) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending section 1910 (MCL 600.1910), as amended by 1994 PA 403. Senator Runestad, testified in support of SB 244. Questions and discussion followed. Jeff Kirkpatrick, representing the Michigan Court Officer Deputy Sheriff's Association, testified in support of SB 244. Questions and discussion followed.
