CALLEY CHAIR COMMITTEE MEETING MINUTES Thursday, October 13, 2022 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Rules and Competitiveness was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Clements, Bellino, Wendzel, Damoose, Posthumus, Harris, Anthony, Sneller, Kuppa. Absent: Rep. Hertel. Excused: None. Representatives Clements, Bellino, Wendzel, Damoose, Posthumus, Harris, Anthony and Kuppa joined the committee remotely. The Chair laid SB 1085 before the committee: SB 1085 (Sen. LaSata) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 7040 (MCL 500.7040), as added by 1986 PA 121. Senator LaSata testified in support of SB 1085. The following person submitted a card with a neutral position on SB 1085, but did not wish to speak: Joseph Sullivan, representing the Department of Insurance and Financial Services. The following people submitted a card in support of SB 1085, but did not wish to speak: Neema Katibai, representing the Michigan Dental Association. Bill Sullivan, representing the Michigan Dental Association. The Chair laid HB 6423 before the committee: HB 6423 (Rep. Calley) A bill to amend 1976 PA 267, entitled "Open meetings act," by amending sections 1, 2, 3, 4, 5, 6, 7, 8, 9, 9a, 10, 11, 12, 13, and 13a (MCL 15.261, 15.262, 15.263, 15.264, 15.265, 15.266, 15.267, 15.268, 15.269, 15.269a, 15.270, 15.271, 15.272, 15.273, and 15.273a), section 2 as amended by 2001 PA 38, section 3 as amended by 2020 PA 254, section 4 as amended by 1984 PA 87, section 5 as amended by 2012 PA 528, section 7 as amended and section 13a as added by 1996 PA 464, section 8 as amended by 2021 PA 166, section 9 as amended by 2004 PA 305, and section 9a as added by 2022 PA 63, and by adding section 5a. Zack Barton representing, Representative Calley, testified in support of HB 6423. Questions and discussion followed. Madeline Fata, representing the Michigan Association of Counties, testified in support of HB 6423. Jennifer Rigterink, representing the Michigan Municipal League, testified in support of HB 6423. Judy Allen, representing the Michigan Townships Association, testified with a neutral position on HB 6423. The following person submitted a card in support of HB 6423, but did not wish to speak: Bill Wolfson, representing the Great Lakes Water Authority.
