KRISTIAN GRANT CHAIR COMMITTEE MEETING MINUTES Thursday, February 8, 2024 10:30 AM Room 326, House Office Building The House Economic Development and Small Business Subcommittee on Housing was called to order by Chair Grant. The Chair requested attendance be called: Present: Reps. Grant, Dievendorf, Scott, Andrews, Tsernoglou, Aragona, Fink, DeBoyer. Absent: Rep. Zorn. Excused: Rep. Zorn. Representative Tsernoglou moved to adopt the meeting minutes from January 25, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid the presentation on Low-Income Rental Housing Concerns and Opportunities in Michigan before the Subcommittee. Jim Schaafsma, representing the Michigan Poverty Law Program, gave a presentation on Low-Income Rental Housing Concerns and Opportunities in Michigan. Questions and discussion followed. Representative Scott moved to excuse Representative Zorn from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the subcommittee, Chair Grant adjourned the meeting at 11:31 AM. Representative McFall moved to adopt the meeting minutes from January 25, 2024. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 393 and SB 394 before the committee: SB 393 (Sen. Bayer) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by repealing part 26 (MCL 324.2601 to 324.2611). SB 394 (Sen. Bayer) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 1301, 1307, and 1311 (MCL 324.1301, 324.1307, and 324.1311), section 1301 as amended by 2018 PA 451, section 1307 as amended by 2018 PA 631, and section 1311 as amended by 2018 PA 268; and to repeal acts and parts of acts. The following person submitted a card in support of SB 393 and SB 394, but did not wish to speak: James Clift, representing the Michigan Department of Environment, Great Lakes and Energy. The following person submitted a card in opposition to SB 393 and SB 394, but did not wish to speak: Kelly Turner, representing the Potato Growers of Michigan. Representative McFall moved to report out SB 393 with recommendation. The motion did not prevail 4-3-0: UNFAVORABLE ROLL CALL Yeas: Reps. Pohutsky, Hill, McFall, Paiz. Nays: Reps. Martin, Prestin, Schriver. Pass: None. The Chair laid HB 4682 before the committee: HB 4682 (Rep. Slagh) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 73102 (MCL 324.73102), as amended by 1998 PA 546. Representative Slagh testified in support of HB 4682. Questions and discussion followed. The following person submitted a card with a neutral position on HB 4682, but did not wish to speak: Taylor Ridderbusch, representing the Michigan Department of Natural Resources.
