BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-6960 FAX: (517) 373-0897 COMMITTEE MEETING MINUTES April 10, 2024 A joint meeting of the Senate Committee on Appropriations was scheduled for Wednesday, April 10, 2024, at 2:00 p.m., in the Harry Gast Senate Appropriations Room of the State Capitol Building. The agenda summary is as follows: 1. Reported SB 817 (S-1) with recommendation and immediate effect. The Chair called the meeting to order at 2:00 p.m. The Chair instructed the Clerk to call the roll. At that time, the following members were present: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Cavanagh, Klinefelt, McMorrow, Camilleri, Bumstead, Albert, Damoose, Huizenga, and Outman, a quorum was present. The Chair made a motion, supported by Sen. Bumstead, to adopt the committee meeting minutes from March 6, 2024. Without objection, the minutes were adopted. The Chair invited Sen. Cherry and Johan Houtz of the Senate Fiscal Agency to give the committee an overview of SB 817. The Chari read the cards of those individuals not wishing to testify regarding SB 817 Nichole Fisher, mParks – Supprot Taylor Ridderbasch, DNR – Support Judy Allen, Michigan Townships Assn. – Support Chris Bunch, Six River Land Conservancy – Support The Chair recognized Sen. Damoose to summarize his amendment, amendment #1 to SB 817. The Chair entertained a motion by Sen. Damoose, supported by Sen. Cherry, to adopt amendment #1 to SB 817. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Cavanagh, Klinefelt, McMorrow, Camilleri, Bumstead, Albert, Damoose, Huizenga, and Outman Page 1 of 2 Nays: None The motion prevailed and amendment was adopted. The Chair summarized her amendment, amendment #2 to SB 817. The Chair entertained a motion by Sen. Damoose, supported by Sen. Bayer, to adopt amendment #2 to SB 817. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Cavanagh, Klinefelt, McMorrow, Camilleri, Bumstead, Albert, Damoose, Huizenga, and Outman Nays: None The motion prevailed and amendment was adopted. The Chair entertained a motion by Sen. Cherry, supported by Sen. Hertel, to report SB 817, as amended, as a clean substitute, to the floor with recommendation that it be passed. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Cavanagh, Klinefelt, McMorrow, Camilleri, Bumstead, Albert, Damoose, Huizenga, and Outman Nays: None The motion prevailed and bill was reported. The Chair entertained a motion by Sen. McDonald Rivet, supported by Sen. McCann, to recommend immediate effect for SB 817 (S-1). Without objection, immediate effect was recommended. The Chair made a motion, supported by Sen. Bumstead, to excuse absent members from the committee meeting. Without Objection, Sen. Theis was excused from the meeting There being no further business before the committee, the Chair entertained a motion by Sen. Cavanagh, supported by the Sen.
