BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES October 17, 2024 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, October 17, 2024, at 12:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 5724 (S-2) (Rep. Breen). The Chair called the meeting to order at 12:04 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Irwin, Santana and Runestad, a quorum was present. The Chair entertained a motion by Sen. Santana to adopt the meeting minutes from October 2, 2024. Without objection, the minutes were adopted. The Chair brought up the (S-2) version of HB 5724, and invited Rep. Breen to summarize HB 5724 (S-2). The Chair entertained a motion by Sen. Irwin to adopt the (S-2) version of HB 5724. The vote was as follows: Yeas: Chair Chang, Sen.(s) Irwin, Santana and Runestad Nays: None The motion prevailed and the (S-2) was adopted. The Chair invited the following individual to present testimony regarding HB 5724 (S-2): The Honorable David McKeague – Support The Honorable Ester Salas – Support The Honorable Elizabeth Clement – Support Zack Taylor, Consumer Data Industry Association – Neutral Shannon-Eileen Tanis, E-Clause LLC – no position The cards were read of those individuals not wishing to present testimony regarding HB 5724 (S-2): Monica Martinez, Michigan Judges Association – Support Pete Langley, Michigan Probate Judges Association - Support Nathan Triplett, State Bar of Michigan – Support Nicole Rodriguez, Family Law Section, State Bar of Michigan – Support Bob DeVries, Michigan District Judges Association – Support Bill Zaagman, GCSI, Michigan Association of Registers of Deeds – Support Brandee Ritesma, Self – Oppose Luke Rollins, RELX Group – Support David Martyn, First American Title Insurance Company – No Position The Chair moved to excuse absent members from the meeting. Without objection, Sen.(s) Shink, Wojno and Johnson were excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
