- HOUSE OF REPRESENTATIVES COMMITTEE ON AGRICULTURE REP. JERRY NEYER CHAIR COMMITTEE MEETING MINUTES Thursday, July 24, 2025 10:30 AM Room 308, House Office Building The House Committee on Agriculture was called to order by Chair Neyer. The Chair requested attendance to be called: Present: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse, Pavlov, Paiz, Dievendorf, Rheingans and Skaggs. Absent: None. Excused: None. Representative Alexander moved to adopt the meeting minutes from June 26, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4346 and HB 4347 before the committee: HB 4346 (Rep. Witwer) A bill to amend 2019 PA 152, entitled "Lawful internet gaming act," by amending section 15 (MCL 432.315). HB 4347 (Rep. Kunse) A bill to amend 1995 PA 279, entitled "Horse racing law of 1995," by amending sections 2 and 20 (MCL 431.302 and 431.320), section 2 as amended by 2016 PA 271 and section 20 as amended by 2019 PA 153. A substitute (H-1) was adopted for HB 4346 at the June 26, 2025, meeting. A substitute (H-1) was adopted for HB 4347 at the June 26, 2025, meeting. Representative Lightner moved to report HB 4346 with recommendation, as substitute (H-1). The motion prevailed 7-4-0: FAVORABLE ROLL CALL Yeas: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse and Pavlov. Nays: Reps. Paiz, Dievendorf, Rheingans and Skaggs. Pass: None. Representative Kunse testified in support of H-2 substitute for HB 4347. The following people submitted a card in opposition to HB 4346 and HB 4347, but did not wish to speak: Eddie Kindle, representing the Genesee Intermediate School District. Mike McCoy, representing the Sault Ste. Marie Tribe of Chippewa Indians. The following person submitted a card wishing to speak in opposition to HB 4346 and HB 4347, but due to the time constraints were unable to speak: Bee Friedlander, representing the Attorneys for Animals. The following people submitted a card in opposition to HB 4346, but did not wish to speak: John Severson, representing the Michigan Association of Intermediate School Administrators. Matt Schueller, representing the Michigan Association of Superintendents & Administrators. Jennifer Smith, representing the Michigan Association of School Boards. Representative Kunse moved to adopt substitute (H-2) to HB 4347. The motion prevailed 9-0-2: FAVORABLE ROLL CALL Yeas: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse, Pavlov, Dievendorf and Rheingans. Nays: None. Pass: Reps. Paiz and Skaggs. Representative Alexander moved to report out HB 4347 with recommendation, as substitute (H-2). The motion prevailed 7-3-1: FAVORABLE ROLL CALL Yeas: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse and Pavlov. Nays: Reps. Dievendorf, Rheingans and Skaggs. Pass: Rep. Paiz.
