JAIME GREENE CHAIR COMMITTEE MEETING MINUTES Tuesday, May 19, 2026 10:30 AM Room 327, House Office Building The House Committee on Communications and Technology was called to order by Chair Jaime Greene. The Chair requested attendance to be called: Present: Reps. Jaime Greene, Kunse, Schmaltz, Schriver, Fairbairn, Linting and Skaggs. Absent: Reps. Wendzel, Scott, Andrews and Arbit. Excused: None. The Chair laid HB 5899 before the committee: HB 5899 (Rep. Jaime Greene) A bill to create an artificial intelligence governing board and prescribe its powers and duties; to require the creation of an artificial intelligence pilot program; to provide for the powers and duties of certain state governmental officers and entities; to create funds; and to provide for the promulgation of rules. The following person submitted a card in support of HB 5899, but did not wish to speak: Kyle Zawacki, representing the ACLU of Michigan. Representative Skaggs offered the following amendment to HB 5899: 1. Amend page 3, line 7, after "represents" by striking out "the private sector" and inserting "a public employee labor union". Representative Skaggs explained the amendment. Questions and discussion followed. At 10:40 AM, the Chair laid the committee at ease. At 10:44 AM, the Chair called the committee back to order. Representative Skaggs moved to adopt the amendment to HB 5899. The motion did not prevail 1-6-0: UNFAVORABLE ROLL CALL Yeas: Rep. Skaggs. Nays: Reps. Jaime Greene, Kunse, Schmaltz, Schriver, Fairbairn and Linting. Pass: None. Representative Kunse moved to report out HB 5899 with recommendation that the bill be referred to the Committee on Rules. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Jaime Greene, Kunse, Schmaltz, Schriver, Fairbairn, Linting and Skaggs. Nays: None. Pass: None. The Chair laid a presentation on the Broadband Association of Michigan before the committee. Joelle Demand, President, and Chris Bogner, both representing the Broadband Association of Michigan, gave a presentation. Questions and discussion followed.
