- HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES AND VETERANS REP. KATHY SCHMALTZ CHAIR COMMITTEE MEETING MINUTES The House Committee on Families and Veterans was called to order by Chair Schmaltz. The Chair requested attendance to be called: Present: Reps. Schmaltz, Wozniak, Fox, Johnsen, Thompson, Pavlov, Woolford, Young, Byrnes, Rheingans and Xiong. Absent: None. Excused: None. Representative Young moved to adopt the meeting minutes from April 22, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4279 before the committee: Representative Pavlov moved to adopt substitute (H-1) to HB 4279. The motion prevailed 11-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Schmaltz, Wozniak, Fox, Johnsen, Thompson, Pavlov, Woolford, Young, Byrnes, Rheingans and Xiong. Nays: None. Pass: None. Representative Thompson moved to report out HB 4279 with recommendation, as substitute (H- 1). The motion prevailed 6-0-5: FAVORABLE ROLL CALL Yeas: Reps. Schmaltz, Wozniak, Johnsen, Thompson, Pavlov and Woolford. Tuesday, May 6, 2025 Noon. Room 307, House Office Building HB 4279 (Rep. Jaime Greene) A bill to create a Michigan Army National Guard and Air National Guard apprenticeship program; and to provide for the powers and duties of certain state governmental officers and entities. Nays: None. Pass: Reps. Fox, Young, Byrnes, Rheingans and Xiong. The Chair laid a presentation on the Office of the Child Advocate before the committee. Ryan Speidel, representing the Office of the Child Advocate, gave a presentation. Questions and discussions followed.
