- HOUSE OF REPRESENTATIVES COMMITTEE ON REGULATORY REFORM REP. ROGER HAUCK CHAIR COMMITTEE MEETING MINUTES Tuesday, March 2, 2021 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Regulatory Reform was called to order by the Chair Hauck. The Chair requested attendance be called: Present: Reps. Hauck, Hoitenga, Bellino, Hall, Mueller, Wendzel, Clements, Damoose, Outman, Hertel, Jones, Yancey, Witwer, Steenland. Absent: Rep. Garza. Excused: Rep. Garza. Representative Outman moved to adopt the meeting minutes from February 23, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4115 before the committee: HB 4115 (Rep. Berman) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 1114 (MCL 436.2114), as amended by 2011 PA 27, and by adding section 1116. Mike Tobias, representing the Michigan Alcohol Policy Promoting Health and Safety, testified in opposition to HB 4115. Mike Tobias, testified in opposition to HB 4115. Kathy Reddington, representing the Unite for Face Addiction, testified in opposition to HB 4115. Barry Schmidt, testified in opposition to HB 4115. John Lauve, testified in opposition to HB 4115. The following people submitted a card with a neutral position on HB 4115, but did not wish to speak: John McNamara, representing the Michigan Restaurant and Lodging Association. The following people submitted a card in opposition to HB 4115, but did not wish to speak: Matt Saxton, Executive Director, representing the Michigan Sheriffs' Association. Brian Zetouna, representing the Allied Liquor Stores of Michigan. Kelly Ainsworth, representing the self. John McCahan and Susan Stockman, representing the self. Representative Outman moved to report out HB 4115 with recommendation. The motion prevailed 10-3-1: FAVORABLE ROLL CALL Yeas: Reps. Hauck, Hoitenga, Bellino, Wendzel, Clements, Outman, Hertel, Jones, Witwer, Steenland. Nays: Reps. Hall, Mueller, Damoose. Pass: Rep. Yancey. Representative Hertel moved to excuse Representative Garza from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Roger Hauck adjourned the meeting at 10:43 AM.
