BRONNA KAHLE CHAIR COMMITTEE MEETING MINUTES Thursday, March 18, 2021 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Health Policy was called to order by Chair Kahle. The Chair requested attendance be called: Present: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Whitsett, Neeley, Morse. Absent: None. Excused: None. At 10:35 AM, the Chair laid the committee at ease. At 10:41 AM, the Chair called the committee back to order. The Chair laid HB 4349 before the committee: HB 4349 (Rep. Berman) A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding section 21517. The following people submitted a card in support of HB 4349, but did not wish to speak: David Worthams, representing the Michigan Manufacturers Association. Representative Roth moved to report out HB 4349 with recommendation. The motion prevailed 19-0-0: FAVORABLE ROLL CALL Yeas: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Whitsett, Neeley, Morse. Nays: None. Pass: None. The Chair laid HB 4355 before the committee: HB 4355 (Rep. Bollin) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16101 and 16171 (MCL 333.16101 and 333.16171), section 16171 as amended by 2016 PA 60. The following people submitted a card in support of HB 4355, but did not wish to speak: David Worthams, representing the Michigan Manufacturers Association. Gary Dougherty, representing the American Diabetes Association. The following people submitted a card in opposition to HB 4355, but did not wish to speak: Jim Blundo, representing the Michigan Mental Health Counselors Association. Representative Meerman offered the following amendments to HB 4355: 1. Amend page 5, line 1, after "if" by striking out "both" and inserting "all". 2. Amend page 5, following line 8, by inserting: "(iii) Before providing the health service to the patient, the individual provides the patient with a hyperlink to or website address for the individual's authorization to practice the health profession in the other state. The hyperlink or website address described in this subparagraph must be to the website of the licensing department, board, or other authority of the state in which the individual is authorized to practice.". Representative Meerman moved to adopt the amendments to HB 4355. The motion prevailed 13-6-0: FAVORABLE ROLL CALL Yeas: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Whitsett. Nays: Reps. Witwer, Clemente, Pohutsky, Stone, Neeley, Morse. Pass: None. Representative Whiteford moved to report House Bill No. 4355 as amended, as substitute (H- 1). The motion prevailed 12-7-0: FAVORABLE ROLL CALL Yeas: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Mueller, Beeler, Fink, Roth, Tisdel, Whitsett. Nays: Reps. Filler, Witwer, Clemente, Pohutsky, Stone, Neeley, Morse. Pass: None.
