MARK TISDEL CHAIR COMMITTEE MEETING MINUTES Tuesday, May 13, 2025 10:30 AM Room 521, House Office Building The House Committee on Finance was called to order by Chair Tisdel. The Chair requested attendance to be called: Present: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona, Schuette, Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Absent: None. Excused: None. Representative Frisbie moved to adopt the meeting minutes from May 06, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4387 before the committee: HB 4387 (Rep. Roth) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding section 282. A substitute (H-1) was adopted for HB 4387 at the May 6th 2025, meeting. Representative Tisdel moved to report out HB 4387 with recommendation, as substitute (H-1). The motion prevailed 14-0-1: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Martin, Posthumus, Alexander, Aragona, Schuette, Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Nays: None. Pass: Rep. Lightner. The Chair laid HB 4202 before the committee: HB 4202 (Rep. Johnsen) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending section 30 (MCL 206.30), as amended by 2023 PA 4. Representative Johnsen testified in support of HB 4202. Questions and discussions followed. The following person submitted a card in support of HB 4202, but did not wish to speak: Rebecca Mastee, representing the Michigan Catholic Conference. Representative Young offered the following amendments to HB 4202: 1. Amend page 15, line 1, after "physician" by inserting "or midwife". 2 Amend page 15, line 5, after "physician" by inserting "or midwife, whichever is applicable,". 3. Amend page 15, line 10, after the first "physician" by inserting "or midwife, whichever is applicable". 4. Amend page 15, line 10, after "this" by striking out "subdivision, "physician"" and inserting "subdivision: (i) "Midwife" means an individual licensed to engage the practice of midwifery under part 171 of the public health code, 1978 PA 368, MCL 333.17101 to 333.17123. (ii) "Physician"". Representative Young moved to adopt the amendments to HB 4202. The motion did not prevail 6-9-0: UNFAVORABLE ROLL CALL Yeas: Reps. Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Nays: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona and Schuette. Pass: None. Representative Tyrone Carter offered the following amendment to HB 4202: 1. Amend page 24, following line 22, by inserting: "Enacting section 1. This amendatory act may be cited as the "exemption for pregnant women who can afford prenatal care act.". Representative Tyrone Carter moved to adopt the amendment to HB 4202. The motion did not prevail 6-9-0: UNFAVORABLE ROLL CALL Yeas: Reps. Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Nays: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona and Schuette. Pass: None. Representative Breen offered the following amendment to HB 4202: 1. Amend page 24, following line 22, by inserting: "Enacting section 1. This amendatory act does not take effect unless all of the following bills of the 103rd Legislature are enacted into law: (a) Senate Bill No. 29. (b) Senate Bill No. 30. (c) Senate Bill No. 31. (d) Senate Bill No. 32. (e) Senate Bill No. 33. (f) Senate Bill No. 34. (g) Senate Bill No. 36. (h) Senate Bill No. 37. (i) Senate Bill No. 38. (j) Senate Bill No. 39.". Representative Breen moved to adopt the amendment to HB 4202. The motion did not prevail 6-9-0: UNFAVORABLE ROLL CALL Yeas: Reps. Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Nays: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona and Schuette. Pass: None. The Chair laid HB 4375 and HB 4376 before the committee: HB 4375 (Rep. Frisbie) A bill to amend 1937 PA 94, entitled "Use tax act," by amending section 2 (MCL 205.92), as amended by 2023 PA 94. HB 4376 (Rep. Snyder) A bill to amend 1933 PA 167, entitled "General sales tax act," by amending section 1 (MCL 205.51), as amended by 2023 PA 20. Representative Frisbie and Representative Snyder testified in support of HB 4375, and HB 4376. Questions and discussions followed. Olivia Spears, representing Asurion, testified in support of HB 4375, and HB 4376. The following people submitted a card in support of HB 4375, and HB 4376, but did not wish to speak: Gavin Goetz, representing AT&T of Michigan. Lauren Neul, representing T-Mobile.
