- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, April 20, 2021 12:00 PM Room 326, House Office Building The House Committee on Elections and Ethics was called to order by Chair Bollin. The Chair requested attendance be called: Present: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Absent: None. Excused: None. Representative Steven Johnson moved to adopt the meeting minutes from April 13, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4001 before the committee: HB 4001 (Rep. Hornberger) A bill to amend 1968 PA 318, entitled "An act to implement the provisions of section 10 of article 4 of the constitution relating to substantial conflicts of interest on the part of members of the legislature and state officers in respect to contracts with the state and the political subdivisions thereof; to provide for penalties for the violation thereof; to repeal all acts and parts of acts in conflict with this act; and to validate certain contracts," (MCL 15.301 to 15.310) by adding section 8a. Representative Wendzel moved to adopt substitute (H-3) to HB 4001. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar, Whitsett. Nays: None. Pass: None. Representative Hornberger testified in support of her legislation. Questions and discussion followed. The following person submitted a card in support of HB 4001, but did not wish to speak: Adam Reames, representing the Michigan Department of State. The Chair laid HB 4319 and HB 4320 before the committee: HB 4319 (Rep. LaFave) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 42 (MCL 168.42), as amended by 1999 PA 216. HB 4320 (Rep. Yaroch) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 45 (MCL 168.45), as amended by 1985 PA 160. Representative LaFave and Representative Yaroch testified in support of their legislation. Questions and discussion followed. The following people submitted a card in opposition to HB 4319 and HB 4320, but did not wish to speak: Barbara Conley, representing the herself. Merissa Kovach, representing the ACLU of Michigan. Alex Rossman, representing the Michigan League for Public Policy. There being no further business before the committee, Rep. Ann Bollin adjourned the meeting at 12:25 PM.
