- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE REP. PAT OUTMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, June 3, 2025 Noon. Room 519, House Office Building The House Committee on Transportation and Infrastructure was called to order by Chair Outman. The Chair requested attendance to be called: Present: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg, Hope, Koleszar, Andrews, Grant, Miller and Wilson. Absent: None. Excused: None. Representative Alexander moved to adopt the meeting minutes from May 20, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4426 before the committee: HB 4426 (Rep. Borton) A bill to amend 1963 PA 181, entitled "Motor carrier safety act of 1963," by amending section 2d (MCL 480.12d), as amended by 2011 PA 160. The following person submitted a card in support of HB 4426, but did not wish to speak: Jill Sokacz, representing the Michigan Trucking Association. Representative Carra moved to report out HB 4426 with recommendation. The motion prevailed 13-1-3: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Koleszar, Andrews and Miller. Nays: Rep. Herzberg. Pass: Reps. Hope, Grant and Wilson. The Chair laid HB 4415 before the committee: HB 4415 (Rep. Kuhn) A bill to amend 1909 PA 283, entitled "An act to revise, consolidate, and add to the laws relating to the establishment, opening, discontinuing, vacating, closing, altering, improvement, maintenance, and use of the public highways and private roads; the condemnation of property and gravel therefor; the building, repairing and preservation of bridges; maintaining public access to waterways under certain conditions; setting and protecting shade trees, drainage, and cutting weeds and brush within this state; providing for the election or appointment and defining the powers, duties, and compensation of state, county, township, and district highway officials; and to prescribe penalties and provide remedies," by amending section 10 (MCL 224.10), as amended by 2020 PA 286. Neyer) A bill to create a sustainable aviation fuel incentive program; to provide for the powers and duties of certain state governmental officers and entities; to provide for the certification of certain tax credits and incentives; and to prescribe penalties. Representative Kunse moved to adopt substitute (H-1) to HB 4425. The motion prevailed 17-0-0: FAVORABLE ROLL CALL Yeas: Reps.
