HOUSE OF REPRESENTATIVES COMMITTEE ON RULES REP. BILL SCHUETTE CHAIR COMMITTEE MEETING MINUTES Thursday, June 5, 2025 10:30 AM Room 519, House Office Building The House Committee on Rules was called to order by Chair Schuette. The Chair requested attendance to be called: Present: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus, DeBoer, Witwer, Liberati and Herzberg. Absent: None. Excused: None. Representative DeBoer moved to adopt the meeting minutes from May 22, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4246 before the committee: HB 4246 (Rep. Phil Green) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16170a, 16222, 16231, 16238, and 17201 (MCL 333.16170a, 333.16222, 333.16231, 333.16238, and 333.17201), section 16170a as amended by 2013 PA 268, section 16222 as amended by 2014 PA 97, section 16231 as amended by 2017 PA 249, section 16238 as added by 1993 PA 79, and section 17201 as amended by 2016 PA 499, and by adding sections 16187, 17225, and 17225a. Representative Aragona moved to report out HB 4246 with recommendation. The motion prevailed 5-3-0: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Posthumus and DeBoer. Nays: Reps. Witwer, Liberati and Herzberg. Pass: None. The following person submitted a card in opposition to HB 4246, but did not wish to speak: Yousef Rabhi, representing the Michigan Nurses Association. The following people submitted a card in support of HB 4246, but did not wish to speak: Jason Lackowski, representing AARP Michigan. James Johnson, representing the Michigan County Medical Care Facilities. James Johnson, representing the Michigan Association of Counties. The Chair laid HB 4391 before the committee: HB 4391 (Rep. Rogers) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 625a, 625c, and 625g (MCL 257.625a, 257.625c, and 257.625g), sections 625a and 625g as amended by 2021 PA 85 and section 625c as amended by 2014 PA 315. Representative BeGole and Representative Rogers testified in support of HB 4391. Questions and discussions followed. Tim Beck, representing the Michigan Republican Cannabis Caucus, testified in opposition to HB 4391. Kristen Burke, representing the Regional Toxicology Liaison, testified in support of HB 4391. The following person submitted a card with a neutral position on HB 4391, but did not wish to speak: Noah Smith, representing the Criminal Defense Attorneys of Michigan.
