BILL SCHUETTE CHAIR COMMITTEE MEETING MINUTES Thursday, June 26, 2025 10:30 AM Room 519, House Office Building The House Committee on Rules was called to order by Chair Schuette. The Chair requested attendance to be called: Present: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus, DeBoer, Witwer and Liberati. Absent: Rep. Herzberg. Excused: Rep. Herzberg. Representative Liberati moved to adopt the meeting minutes from June 05, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4391 before the committee: HB 4391 (Rep. Rogers) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 625a, 625c, and 625g (MCL 257.625a, 257.625c, and 257.625g), sections 625a and 625g as amended by 2021 PA 85 and section 625c as amended by 2014 PA 315. Representative Aragona moved to adopt substitute (H-2) to HB 4391. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin, DeBoer, Witwer and Liberati. Nays: None. Pass: None. Representative DeBoer moved to report out HB 4391 with recommendation, as substitute (H-2). The motion prevailed 5-0-2: FAVORABLE ROLL CALL Yeas: Reps. Neyer) A bill to amend 1974 PA 154, entitled "Michigan occupational safety and health act," by amending section 35 (MCL 408.1035), as amended by 2024 PA 17. Representative Aragona moved to adopt substitute (H-2) to HB 4017. The motion prevailed 7-0-0: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin, DeBoer, Witwer and Liberati. At 10:36 AM, Majority Vice Chair Aragona called the committee back to order. The Majority Vice Chair laid HB 4352 and HB 4354 before the committee: HB 4352 (Rep. Tyrone Carter) A bill to amend 1955 PA 233, entitled "An act to provide for the incorporation of certain municipal authorities to acquire, own, extend, improve, and operate sewage disposal systems, water supply systems, and solid waste management systems; to prescribe the rights, powers, and duties thereof; to authorize contracts between such authorities and public corporations; to provide for the issuance of bonds to acquire, construct, extend, or improve the systems; and to prescribe penalties and provide remedies," by amending the title and sections 1, 4, 4a, 4b, 4c, and 4d (MCL 124.281, 124.284, 124.284a, 124.284b, 124.284c, and 124.284d), the title as amended by 1998 PA 182, section 1 as amended by 2009 PA 164, section 4 as amended and section 4c as added by 1985 PA 178, section 4a as amended by 2008 PA 172, section 4b as amended by 2000 PA 24, and section 4d as amended by 2009 PA 167. HB 4354 (Rep. Mueller) A bill to amend 1965 PA 203, entitled "Michigan commission on law enforcement standards act," by amending section 2 (MCL 28.602), as amended by 2021 PA 42. Representative Tyrone Carter testified in support of HB 4354 and HB 4391. Questions and discussions followed. Bill Wolfson, Chief Barnett Jones, and Deputy Chief Walter Davis, representing the Great Lakes Water Authority, testified in support of HB 4354 and HB 4391. Questions and discussions followed. At 10:49 AM, Majority Vice Chair Aragona laid the committee at ease. At 10:50 AM, the Chair called the committee back to order. Representative Wendzel moved to excuse Representative Herzberg from the meeting. There being no objection the motion prevailed by unanimous consent.
