- HOUSE OF REPRESENTATIVES COMMITTEE ON JUDICIARY REP. GRAHAM FILLER CHAIR COMMITTEE MEETING MINUTES Tuesday, February 19, 2019 09:00 AM Room 519, House Office Building The House Standing Committee on Judiciary was called to order by Chairman Filler. The Chair requested attendance be called: Present: Reps. Filler, LaFave, Farrington, Howell, Johnson, Rendon, Berman, Wozniak, LaGrand, Guerra, Elder, Yancey, Bolden. Absent/Excused: None. Representative LaFave moved to adopt the meeting minutes from February 12, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 0002 before the committee: SB 0002 (Sen. Lucido) A bill to amend 1978 PA 368, entitled "Public health code, "by amending section 7523 (MCL 333.7523), as amended by 2016 PA 418, and by adding section 7521a. Senator Lucido testified in support of SB 0002. Questions and discussion followed. Chairman Filler laid before the committee a presentation by the Michigan Attorney General Dana Nessel. Attorney General Nessel gave a presentation to the committee. Questions and discussion followed. The Chair laid HB 4001 and HB 4002 before the committee: HB 4001 (Rep. Wentworth) A bill to amend 1978 PA 368, entitled "Public health code, "by amending section 7521 (MCL 333.7521), as amended by 2015 PA 154, and by adding section 7521a. HB 4002 (Rep. LaGrand) A bill to amend 1978 PA 368, entitled "Public health code, "by amending section 7523 (MCL 333.7523), as amended by 2016 PA 418, and by adding section 7523a. Representative Wentworth and Representative LaGrand testified in support of HB 4001 and HB 4002. Questions and discussion followed. The Chair laid SB 0002 before the committee along with the HB 4001 and HB 4002. The following people submitted a card in support of HB 4001, HB 4002 and SB 0002, but did not wish to speak: Haleigh Krombeen, representing the Michigan Credit Union League. Rachel Richards, representing the Michigan League for Public Policy. Robin Schneider, representing the Michigan Cannabis Industry Association. Laurel Luke, representing the Coalition of Justice Voters. Jarrett Skorup, representing the Mackinac Center for Public Policy, testified in support of HB 4001, HB 4002 and SB 0002. Kimberly Buddin, representing the American Civil Liberties Union of Michigan, testified in support of HB 4001, HB 4002 and SB 0002. Charles Owens, representing the National Federation of Independent Business, testified in support of HB 4001, HB 4002 and SB 0002. Professor William Wagner, representing himself, testified in support of HB 4001, HB 4002 and SB 0002. Robert Stevenson, representing the Michigan Association of Chiefs of Police, testified in opposition to HB 4001, HB 4002 and SB 0002. Questions and discussion followed. Bill Valliencourt, representing the Livingston County Prosecuting Attorney, the Prosecuting Attorneys Association of Michigan, testified in opposition to HB 4001, HB 4002 and SB 0002. Questions and discussion followed. There being no further business before the committee, the Chair adjourned the meeting at 10:34 AM.
