- HOUSE OF REPRESENTATIVES COMMITTEE ON TAX POLICY REP. LYNN AFENDOULIS CHAIR COMMITTEE MEETING MINUTES Thursday, February 28, 2019 9:00 AM Room 352, House Appropriations, State Capitol Building The House Standing Committee on Tax Policy was called to order by Chair Afendoulis. The Chair requested attendance be called: Present: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, S. Johnson, Hall, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Robinson, Whitsett. Absent/Excused: None. At 9:05 AM, the Chair laid the committee at ease. At 9:14 AM, the Chair called the committee back to order. Representative Lower moved to adopt the meeting minutes from February 27th, 2019 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4006 before the committee: HB 4006 (Rep. Bellino) A bill to amend 1967 PA 281, entitled "Income tax act of 1967,"by amending section 30 (MCL 206.30), as amended by 2018 PA 589. Charles Owens, representing the National Federation of Independent Business, spoke to the committee with a neutral position. Questions and discussion followed. Jennifer Smith, representing the Michigan Association of School Boards, spoke in opposition of the bill. Steve Bieda, representing the Michigan Department of Treasury, spoke in support of the bill. Questions and discussion followed. The following submitted cards in opposition of the bill, but did not wish to speak: Kathleen Merry, representing the Wayne County Regional Educational Service Agencies. Patti Tremblay, representing the Michigan Association of Intermediate School Administrators. Representative Lasinski offered the following amendment to HB 4006: 1. Amend page 19, following line 19, by inserting: "Enacting section 1. It is the intent of the legislature to annually appropriate sufficient funds from the state general fund to the state school aid fund created in section 11 of article IX of the state constitution of 1963 to fully compensate for any loss of revenue to the state school aid fund resulting from the enactment of this amendatory act.". Representative Lasinski moved to adopt the amendment to HB 4006. The motion did not prevail 7-7-1. UNFAVORABLE ROLL CALL Yeas: Reps. Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Robinson, Whitsett. Nays: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Johnson, Hall. Pass: Rep. O'Malley. Representative Yancey moved to refer House Bill No. 4006 to the committee on Appropriations, and spoke to her motion. At 09:28 AM, the Chair laid the committee at ease. At 09:29 AM, the Chair called the committee back to order. The motion did not prevail 6-9-0: UNFAVORABLE ROLL CALL Yeas: Reps. Yancey, Wittenberg, Ellison, Lasinski, Robinson, Whitsett. Nays: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Johnson, Hall, O'Malley, Schroeder. Pass: None. Representative Lower moved to refer House Bill No. 4006 to the committee on Ways and Means. The motion prevailed 14-1-0: FAVORABLE ROLL CALL Yeas: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Johnson, Hall, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Whitsett. Nays: Rep. Robinson. Pass: None. There being no further business before the committee, the Chair adjourned the meeting at 9:31 AM.
