- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, March 5, 2019 9:00 AM Room 521, House Office Building The House Standing Committee on Education was called to order by Chairwomen Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, O'Malley, Camilleri, Sowerby, B. Carter, T. Carter, Koleszar, Stone. Absent/Excused: Rep. Wakeman. Representative O'Malley moved to adopt the meeting minutes from February 26th, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4206 before the committee: HB 4206 (Rep. Frederick) A bill to amend 1979 PA 94, entitled"The state school aid act of 1979,"by amending section 101 (MCL 388.1701), as amended by 2018 PA 586. Representative Frederick along with Brian Ziloski and Jessica Beagle, representing the Michigan Department of Education; and Scott David Schutte, representing Shiawassee Regional Educational School District, spoke in support of the bill. Questions and discussion followed. Peter Spadafore, representing the Michigan Association of Superintendents and Administrators, spoke in support of the bill. Alicia Urbain, representing the Michigan Association of Public School Academies, spoke in support of the bill. Scott Darragh, representing St. Johns Public School Board, spoke in opposition of the bill as written. Beth DeShone, representing Great Lakes Education Project, submitted a card with a neutral position on the bill along with written testimony, but did not wish to speak. The following submitted a card in support of the bill, but did not wish to speak: Patti Tremblay, representing the Michigan Association of Intermediate Schools. Bob Kefgen, representing the Michigan Association of Secondary School Principals. Matt Sowash, representing the Michigan Association of Convention and Visitor Bureaus. Jennifer Smith, representing the Michigan Association of School Boards. Rusty Merchant, representing Grand Rapids Public Schools. Matt Kurta, representing Educational Service Agency Group. Caroline Liethen, representing the Michigan Department of Education. Representative Crawford moved to excuse absent members from the meeting. Without objection Rep. Wakeman was excused from the meeting. There being no further business before the committee, the Chair adjourned the meeting at 9:21 AM.
