HB 4309 (Rep. Webber) A bill to amend 1927 PA 175, entitled"The code of criminal procedure,"by amending section 14d of chapter XVII (MCL 777.14d), as amended by 2016 PA 272. HB 4310 (Rep. Vaupel) A bill to amend 1995 PA 279, entitled"Horse racing law of 1995,"by amending sections 8, 17, 20, and 22 (MCL 431.308, 431.317, 431.320, and 431.322), as amended by 2016 PA 271. Ken Cole, representing the City of Detroit, submitted a card in support of the bills, but did not wish to speak. Paul Connors, representing the Michigan Department of Treasury, submitted a card in opposition to the bills, but did not wish to speak. Bethany Wicksall, representing the Michigan State Budget Office, submitted a card in opposition to the bills, but due to time constraints, was unable to speak. Representative Chirkun discussed the proposed amendments before the committee. Representative Chirkun offered the following amendment to HB 4307: 1. Amend page 66, line 11, after "employees." by inserting "A local labor organization that conducts such training or operates such a school or does not otherwise qualify as a supplier is not subject to the contribution prohibitions of section 7b.". 2.
