HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, April 25, 2019 10:30 AM Room 519, House Office Building The House Standing Committee on Health Policy was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, J Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent/Excused: None. Representative Frederick moved to adopt the meeting minutes from April 18, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair welcomed the physicians and students from the Michigan College of Emergency Physicians, and the Leadership Development Program. The Chair laid HB 4056 before the committee: HB 4056 (Rep. Anthony) A bill to amend 2014 PA 462, entitled “An act to allow peace officers to carry and administer opioid antagonists in certain circumstances; to provide access to opioid antagonists by law enforcement agencies and peace officers; and to limit the civil and criminal liability of law enforcement agencies and peace officers for the possession, distribution, and use of opioid antagonists under certain circumstances,” by amending section 1 (MCL 28.541). The following people submitted a card in support of HB 4056, but did not wish to speak: Christine Shearer, representing the Michigan Association of Health Plans. Blaine Koops, representing the Michigan Sheriffs Association. Representative Frederick moved to refer House Bill No. 4056 to the committee on Ways and Means. The motion prevailed 19-0-0: FAVORABLE ROLL CALL Yeas: Reps. Vaupel, Frederick, J Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Nays: None. Pass: None. The Chair invited Dr. Joneigh Khaldun, and Bob Swanson, representing the Michigan Department of Health and Human Services, to give a presentation on the Michigan Measles Outbreak. Questions and discussion followed. The Chair called Dr. Russell Faust and Shane Bies, representing the Oakland County Health Division, answer questions pertaining to the presentation.
