- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND OUTDOOR RECREATION REP. GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Tuesday, May 7, 2019 12:00 PM Room 326, House Office Building The House Standing Committee on Natural Resources and Outdoor Recreation was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Absent/Excused: None. Representative Wakeman moved to adopt the minutes from the April 30th, 2019 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4389, HB 4390 and HB 4391 before the committee: HB 4389 (Rep. Allor) A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,"(MCL 324.101 to 324.90106) by amending the heading of subpart 1 of part 147 and by adding sections 14701, 14703, 14705, and 14707. HB 4390 (Rep. Yaroch) A bill to amend 1966 PA 291, entitled “Firefighters training council act,"by amending sections 2 and 9 (MCL 29.362 and 29.369), as amended by 2017 PA 144, and by adding section 9c. HB 4391 (Rep. Yaroch) A bill to amend 1974 PA 154, entitled “Michigan occupational safety and health act,” by amending section 14 (MCL 408.1014), as amended by 2012 PA 415, and by adding section 14r. Charlotte Jameson, Michigan Environmental Council, testified in support of HB 4389. Charlotte Jameson, Michigan Environmental Council, testified in opposition to HB 4390 and HB 4391. Nick Occhipinti & Alia Phillips, Michigan League of Conservation Voters, testified in support of HB 4389. Questions and discussion followed. Mike Kennedy, City of Ann Arbor, testified in opposition of HB 4390 and HB 4391. The following people submitted a card in support of HB 4389, HB 4390 and HB 4391, but did not wish to speak: Mark Docherty, representing the MI Professional Fire Fighters Union (MPFFU). Amy Trotter, representing the Michigan United Conservation Clubs. Marc Smith, representing the National Wildlife Federation. Bill Anderson, representing the Southeast Michigan Council of Governments (SEMCOG). The following people submitted a card in support of HB 4389, but did not wish to speak: Mike Kennedy, representing the City of Ann Arbor. Thomas Gilpin, representing the MI Sierra Club. The following people submitted a card in opposition to HB 4390 and HB 4391, but did not wish to speak: Rebecca Meuninick, representing the Ecology Center. Thomas Gilpin, representing the MI Sierra Club. The following people submitted a card with no position of HB 4390 and HB 4391, but did not wish to speak: Frank Waters, representing the Michigan Department of Licensing & Regulatory Affairs (LARA). The following people submitted a card with no position of HB 4389, but did not wish to speak: Travis Boeskool, representing the Michigan Department of Environment, Great Lakes, and Energy. At 12:24 PM, the Chair laid the committee at ease. At 12:25 PM, the Chair called the committee back to order. Representative Jeff Yaroch testified in support of HB 4390 and HB 4391. Questions and discussion followed. There being no further business before the committee, Rep. Gary Howell adjourned the meeting at 12:31 PM.
