- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION REP. JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, May 15, 2019 3:31 PM Room 327, House Office Building The House Standing Committee on Transportation was called to order by the Chair O'Malley. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Cole, Sheppard, Alexander, Bellino, Howell, Sneller, Clemente, Haadsma, Shannon. Absent/Excused: Reps. Afendoulis, Yancey. Representative Bellino moved to adopt the meeting minutes from May 14, 2019. There being no objection, the motion prevailed by unanimous consent. Director Denise Donohue, Deputy Director Ed Noyola, and Steve Purri P.E., all representing the County Road Association of Michigan, provided a presentation regarding County Road Agency Maintenance Practices and reviewed the following topics: Road Maintenance Service Levels; Internal Challenges; External Challenges; County Road Maintenance Activity Determinations; and Overview of Road Maintenance Decision-Makers in the County. Questions and discussion followed. Manager Mark Christensen, representing the Montcalm County Road Commission, and Director of Highway Maintenance Darryl Heid, representing the Road Commission for Oakland County, approached to answer questions from committee members. Vice-President Eric Morris, P.E., representing HNTB Corporation, provided a presentation regarding Transportation Funding Options and reviewed the following topics: Other States’ Approach to Gas Tax; Other States’ Approach to Funding Local Roads; Other States’ Approach to Fuel Tax; Additional Funding Methods; Interstate Tolling; Tolling Today; Factors Driving Growth in Tolling Nationally; Benefits of Tolling; States Evaluating New Tolling Programs; Tolling in Michigan; Federal Programs to Advance Interstate Tolling; Programmatic Considerations; and Potential Next Steps for Michigan. Questions and discussion followed. John LaMacchia, representing the Michigan Municipal League, provided a presentation regarding Transportation Funding and reviewed the following topics: Funding vs Financing; Local Funding; Local Needs for Grosse Pointe, Michigan; and What’s Next. Questions and discussion followed. Representative Sheppard moved to excuse Representatives Afendoulis and Yancey from the meeting. There being no objection the motion prevailed by unanimous consent.
