JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Tuesday, June 4, 2019 10:30 AM Room 327, House Office Building The House Standing Committee on Transportation was called to order by the Chair O'Malley. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Cole, Sheppard, Alexander, Bellino, Howell, Afendoulis, Sneller, Clemente, Haadsma, Shannon. Absent/Excused: Rep. Yancey. Representative Cole moved to adopt the meeting minutes from May 22, 2019. There being no objection, the motion prevailed by unanimous consent. Executive Director Daniel DeGraaf, P.E., representing the Michigan Concrete Association, provided a presentation regarding Innovations in Concrete and covered the following topics: Better Concrete Mix; Better Base Support; New Testing Procedures; Other Items of Interest; and Industry Wide Efforts. Questions and discussion followed. The Chair laid SB 0192 and SB 0193 before the committee: SB 0192 (Sen. Victory) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 310e (MCL 257.310e), as amended by 2015 PA 11. SB 0193 (Sen. Victory) A bill to amend 2006 PA 384, entitled "Driver education provider and instructor act," by amending section 39 (MCL 256.659), as amended by 2010 PA 16. Mike Witkowski, representing Senator Victory’s office, testified in support of SB 0192 and SB 0193. Questions and discussion followed. Representative Sheppard moved to refer Senate Bill No. 192 to the committee on Ways and Means. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Criag Puckett, representing Senator Schmidt’s office, testified in support of the bill, as substitute (H-3). Questions and discussion followed. The following people submitted a card with a neutral position on SB 0129, but did not wish to speak: Mark Polsdofer, representing the Michigan Department of Transportation. Robert Checkley and Jim Klett, both representing the Michigan Paving and Materials Company, provided a presentation regarding the Michigan Paving and Materials Company and covered the following topics: Diversity and Inclusion; Community; Innovation; Historical Statewide Hot Mix Asphalt Volume; Predictability; and Industry Capacity. Questions and discussion followed. Vice-Chair Eisen provided a presentation on a proposed innovative idea for Road Building in Michigan. Questions and discussion followed. Representative Shannon moved to excuse Representative Yancey from the meeting. There being no objection the motion prevailed by unanimous consent.
