The agenda summary is as follows: 1. Reported SB 228 (S-1) (Sen. Runestad) with recommendation and immediate effect. 2. Reported SR 18 (Sen. MacDonald) with recommendation. 3. Testimony regarding HB 4367 (S-2) (Rep. Sheppard). 4. Testimony regarding SB 200 (S-1) (Sen. Wojno). 5. Testimony regarding SB 282 (S-1) (Sen. VanderWall). 6. Testimony regarding SB 283 (Sen. Lucido). The Chair called the meeting to order at 1:01 p.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno, a quorum was present. The Chair entertained a motion by Sen. LaSata to adopt the meeting minutes from April 18, 2019. Without objection, the minutes were adopted. The Chair offered an (S-1) version to SB 228 and invited Sen. Runestad to summarize the (S-1) version. The Chair recessed the committee from 1:07 p.m. to 1:10 p.m. The Chair invited the following individuals to present testimony regarding SB 228: Angela Madden, Michigan Association of Ambulance Services – Neutral The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 228: Page 1 of 4 Judith Kovach, Michigan Psychological Association – Support Jeff Spitzley, Michigan Department of Health and Human Services – Support Rebecca Mastee, Michigan Catholic Conference – Support Trooper Nicole McGhee, Michigan State Police – Support David Newman, Michigan Primary Care Association – Support Mark Docherty, Michigan Professional Fire Fighters Union – Support Rachel Richards, Michigan League for Public Policy – Support The Chair entertained a motion by Sen. Bizon to adopt the (S-1) version of SB 228. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Johnson to report the (S-1) version of SB 228 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 228 (S-1). Without objection, immediate effect was recommended. The Chair invited Sen. MacDonald to summarize SR 18. The Chair invited the following individuals to present testimony regarding SR 18: Donulaé Knuckles, American Heart Association – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SR 18: Sean Gehle, Trinity Health – Support The Chair entertained a motion by Sen. Theis to report SR 18 to the floor with recommendation that it be adopted. The Chair gave an overview of the bill package containing HB 4367, SB 200, SB 282, and SB 283. The Chair offered an (S-2) version to HB 4367. The Chair entertained a motion by Sen. Johnson to adopt the (S-2) version of HB 4367. The Chair invited the following individuals to present testimony regarding HB 4367 and SB 200: Gail Madziar and Kristin Shelley, Michigan Library Association – Support The Chair invited Sen. Wojno to summarize SB 200.
