- COMMITTEE MEETING MINUTES May 14, 2019 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, May 14, 2019, at 3:00 p.m., in the 1200 Room of the Binsfeld Building. The agenda summary is as follows: 1. Reported HB 4066 (Rep. Calley) with recommendation and immediate effect. 2. Reported HB 4067 (Rep. Calley) with recommendation and immediate effect. 3. Reported SB 184 (S-1) (Sen. VanderWall) with recommendation and immediate effect. 4. Testimony regarding SB 294 (Sen. Zorn). The Chairman called the meeting to order at 3:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno; a quorum was present. The Chairman entertained a motion by Sen. Theis to adopt the meeting minutes from April 23, 2019. Without objection, the minutes were adopted. The Chairman invited Meghan Koorndyk, staff for Rep. Calley, to summarize HBs 4066 and 4067. The Chairman asked the Clerk to read the testimony cards of those individuals not wishing to testify before the committee regarding HBs 4066 and 4067: Jennifer Smith, Michigan Association of School Boards – Support Jerry Johnson, Barry, Branch, Calhoun, Jackson, Lenawee, and Monroe Intermediate School Districts – Support Derek Sova, Michigan Department of Licensing and Regulatory Affairs – Support Peter Spadafore, Michigan Association of Superintendents – Support The Chairman entertained a motion by Sen. Theis to report HB 4066 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno Nays: None The motion prevailed and the bill was reported. The Chairman moved to recommend immediate effect for HB 4067. Without objection, immediate effect was recommended. Sen. VanderWall offered an (S-1) substitute to SB 184. The Chairman entertained a motion from Sen. Theis to adopt the (S-1) version of SB 184. The vote was as follows: Yeas: Chairman Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno Nays: None The motion prevailed and the substitute was adopted. The Chairman invited Sen. VanderWall to summarize SB 184. The Chairman invited the following individuals to present testimony regarding SB 184: Kevin Parker, Michigan Athletic Trainers' Society – Support Derek Sova, Michigan Department of Licensing and Regulatory Affairs – No position given The Chairman entertained a motion by Sen. VanderWall to report SB 184, as amended, to the floor with recommendation that it pass.
