BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 **DRAFT** COMMITTEE MEETING MINUTES November 12, 2019 A meeting of the Senate Committee on Oversight was scheduled for Tuesday, November 12, 2019, at 2:00 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Discussion on the Office of the Auditor General Investigative Audit Report on the Michigan Department of Transportation's Procurement of the Michigan Aggregates Market Study. 2. Discussion on the Michigan State Transportation Commission, Office of Commission Audits, Report on the investigation of the Michigan Department of Transportation's procurement of the Michigan Aggregates Market Study. The Chair called the meeting to order at 2:02 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Lucido, Theis, MacDonald and Irwin, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Lucido to adopt the meeting minutes from November 6, 2019. Without objection, the minutes were adopted. The Chair recognized Sen. Barrett, Chair of the Senate Committee on Transportation, had joined the meeting, and Rep. Julie Alexander, member of the House Committee on Transportation was in the audience. The Chair summarized the day's agenda and invited Bryan Weiler, Chief Investigator, and Scott Hazel, Investigative Audit Manager, from the Office of the Auditor General to summarize the OAG Investigative Audit Report on the Michigan Department of Transportation's Procurement of the Michigan Aggregates Market Study, and the report conclusions. Member questions and discussions followed. Chair McBroom and Sen. Lucido requested the Office of the Auditor General forward additional information to the committee regarding the Michigan Department of Transportation's policy on splitting study's. The Chair invited Jack Cotter, Commission Auditor, Chris Schafer, Manager, Internal Audit and Vendor Services, and Jacqueline St Onge, Vender Services Auditor Manager, from the Michigan Department of Transportation State Transportation Commission to summarize their audit report on the Michigan Department of Transportation's procurement of the Michigan Aggregates Market Study. Member questions and discussions followed. The Chair invited Michigan Department of Transportation Director Paul C. Ajegba, and Greg Brunner to testify regarding the departments procurement of the Michigan Aggregates Market Study. Member questions and discussions followed. Chair McBroom requested the Department provide additional information regarding ongoing contracts of research study's. The Chair acknowledged written testimony relative to the day's agenda topic was submitted by Karen Laskowsky, representing herself. The Chair invited Chris Bzdok, representing the Metamora Preservation Advocacy Fund to present testimony regarding the day's agenda topic. Member questions and discussions followed. The Chair invited the following individuals to present testimony regarding the day's agenda topic:  Valerie Kusiak, representing herself.  Lisa Patrell, Washtenaw350 – opposed to SB 431 There being no further business before the committee, the Chair entertained a motion by Sen.
