BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES January 21, 2020 A meeting of the Senate Committee on Oversight was scheduled for Tuesday, January 21, 2020, at 2:00 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 686 (Sen. Barrett) with recommendation and immediate effect. 2. Discussion regarding the Headlee Amendment and PA 101 of 1979. The Chair called the meeting to order at 2:03 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Lucido, Theis, MacDonald and Irwin, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Theis to adopt the meeting minutes from January 14, 2020. Without objection, the minutes were adopted. The Chair brought up SB 686 and reminded the committee Sen. Barrett provided testimony and answered member questions during the previous committee hearing. The members had no additional questions. The Chair read the card of one individual not wishing to present testimony regarding SB 686: Tony Daunt, Michigan Freedom Fund - Support The Chair entertained a motion by Sen. Lucido to report SB 686 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Lucido, Theis, MacDonald and Irwin Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 686. Without objection, immediate effect was recommended. The Chair brought up the next item on the agenda: a discussion regarding the Headlee Amendment and PA 101 of 1979. The Chair invited Eric Lupher of the Citizens Research Council to address the committee regarding the Headlee Amendment and PA 101 of 1979. Mr. Lupher provided the committee with written testimony. Member questions and discussion followed. The Chair invited Dennis Pollard, a member of the 2007 Legislative Commission on Statutory Mandates to address the Committee regarding the Headlee Amendment and PA 101 of 1979. Mr. Pollard provided the committee with written testimony. Member questions and discussion followed. The Chair invited Dan Behm, the Superintendent of the Forest Hills Public Schools to address the committee regarding the Headlee Amendment and PA 101 of 1979. Member questions and discussion followed. The Chair invited Alan Vandenberg, the Ottawa County, Michigan, Administrator to address the committee regarding the Headlee Amendment and PA 101 of 1979. Mr. Vandenberg provided the committee with written testimony. Member questions and discussion followed. The Chair invited Steve Duchane, of Taxpayers for Michigan Constitutional Government to address the Committee regarding the Headlee Amendment and PA 101 of 1979. Mr. Duchane provided the committee with written testimony. Member questions and discussion followed. There being no further business before the committee, the Chair entertained a motion by Sen.
