HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. CURTIS VANDERWALL CHAIR COMMITTEE MEETING MINUTES The House Committee on Health Policy was called to order by Chair VanderWall. The Chair requested attendance to be called: Present: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer, Neeley, Hoskins and Foreman. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Brenda Carter moved to adopt the meeting minutes from February 26, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4077 and HB 4078 before the committee: Wednesday, March 5, 2025 9:00 AM Room 519, House Office Building HB 4077 (Rep. Rogers) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 2804, 2843, 2843b, 2844, and 16221 (MCL 333.2804, 333.2843, 333.2843b, 333.2844, and 333.16221), section 2804 as amended by 2012 PA 499, section 2843 as amended by 2013 PA 79, section 2843b as added by 1986 PA 185, and section 16221 as amended by 2023 PA 209. HB 4078 (Rep. Mueller) A bill to amend 1953 PA 181, entitled "An act relative to investigations in certain instances of the causes of death within this state due to violence, negligence or other act or omission of a criminal nature or to protect public health; to provide for the taking of statements from injured persons under certain circumstances; to abolish the office of coroner and to create the office of county medical examiner in certain counties; to prescribe the Representative Rogers, joined by Representative Mueller, testified in support of HB 4077 and HB 4078. Questions and discussion followed. Jared Rozycki and Sarah Jensen-Vatter, representing the Michigan Funeral Directors Association, testified in support of HB 4077 and HB 4078. Questions and discussion followed. Dr. Carl Hawkins, representing the Michigan Association of Medical Examiners, testified in support of HB 4077 and HB 4078. Questions and discussion followed. The following people submitted a card in support of HB 4077 and HB 4078, but did not wish to speak: Chardae Burton, representing the Department of Health and Human Services. Kate Dorsey, representing the Michigan State Medical Society. The Chair laid a presentation from the Michigan Primary Care Association before the committee. Frank Waters, representing the Michigan Primary Care Association, joined by Michael Weessies, representing Hackley Community Care, and Matt O'Bryant and Kelli Pardee, representing Great Lakes Bay Health, gave a presentation on the 340b program. Questions and discussion followed. The Chair laid Presentation from the Michigan Rare Coalition before the committee. Bill Stone, joined by Kathi Luis and Leslie Baldwin, representing the Michigan Rare Coalition, gave a presentation on the 340b program. Representative Frisbie moved to excuse Rep. Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair VanderWall adjourned the meeting at 10:18 AM.
