BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES June 18, 2020 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, June 18, 2020, at 8:30 a.m., in the Harry T. Gast Appropriations Room, 3rd Floor, Capitol Building. The agenda summary is as follows: 1. Testimony regarding HB 5336 (S-1) (Rep. Iden). 2. Testimony regarding HB 4980 (Rep. Leutheuser). 3. Testimony regarding HB 4981 (Rep. Wendzel). 4. Testimony regarding HB 4982 (Rep. Meerman). 5. Testimony regarding HB 4983 (Rep. Rabhi). 6. Testimony regarding HB 4984 (Rep. LaGrand). 7. Testimony regarding HB 4985 (Rep. Gay-Dagnogo). 8. Testimony regarding HB 5120 (Rep. Robinson). The Chair called the meeting to order at 8:30 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Lucido, Sen (s). VanderWall, Barrett, Johnson, Runestad, Chang and Irwin, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from June 11, 2020. Without objection, the minutes were adopted. The Chair summarized the day's agenda. The Chair invited the following individuals to present testimony via Zoom regarding HB's 4980-4985, 5120: Alexa Kramer, Grand Rapids Chamber – Support Anqunette Saroh, Michigan Cannabis Industry Association – Support Jeff Herbstman, Self, City of Detroit Office of the Mayor – Support Stephanie LaBelle, Self, City of Detroit Office of the Mayor – Support Deleah Samuel Sharp, Self – Support The Chair invited Rep.(s) LaGrand and Meerman to summarize HB's 4984 and 4982. The Chair invited Rep. Iden to summarize HB 5336. The Chair entertained a motion by Sen. Barrett to adopt the (S-1) version of HB 5336. The vote was as follows: Yeas: Chair Lucido, Sen (s). VanderWall, Barrett, Johnson, Runestad, Chang and Irwin, Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony via Zoom regarding HB 5336: Michael S. Leib, Citizen – Support Paul Hage, Citizen - Support The cards were read of those individuals not wishing to testify before the committee regarding HB's 4980-4985, 5120: Jason Smith, Michigan Center for Youth Justice – Support Kathy Hagenian, MI Domestic & Sexual Violence Prevention & Treatment Board - Oppose HB 4980, Support 4981-4985, 5120 Reed Sullivan, Weedmaps - Support The Chair invited the following individuals to present testimony regarding HB's 4980-4985, 5120: Sarah Noon, Students for Sensible Drug Policy – Support Hakim Crampton, Just Leadership USA – Support Jon Meyer, Abcor Industries – Support Due to time constraints the following individuals were unable to testify regarding HB's 4980-4985, 5120: Judge Tom Boyd, State Court Administrative Office – Support HB 4980 Aaron Suganuma, Nation Outside Collyer Smith, Citizen Tammy Britton – Talent 2025 Due to time constraints the following individuals were unable to testify regarding HB 5837: Jody White, Citizen – No Position There being no further business before the committee, the Chair moved to adjourn the committee.
