BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 **DRAFT** COMMITTEE MEETING MINUTES July 8, 2020 A meeting of the Senate Committee on Oversight was scheduled for Wednesday, July 8, 2020, at 10:00 a.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. A presentation from the Department of Military and Veterans Affairs – Michigan National Guard on their response to the COVID-19 pandemic 2. A presentation from the Michigan Department of Natural Resources on their response to the COVID-19 pandemic. The Chair called the meeting to order at 10:20 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Lucido, Theis, MacDonald and Irwin, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Lucido to adopt the meeting minutes from June 23, 2020. Without objection, the minutes were adopted. The Chair introduced Major General Paul D. Rogers with the Michigan National Guard and invited him to address the committee. Major General Rogers shared a prepared statement with the committee. Member question and discussion followed concerning COVID-19 testing procedures, veteran home management under the pandemic and patient transfer policies, state inspections of the veteran nursing homes during the COVID-19 pandemic and infection control measures, PPE policies for the National Guard members, staff training and testing, and the Guard's outreach programs during the pandemic. The Chair introduced the Michigan Department of Natural Resources Director Daniel Eichinger and Fisheries Chief Jim Dexter and invited them to address the committee. Member questions and discussion followed concerning fire protection officer layoffs, staffing numbers and furloughs, staff exempt from layoffs and essential employees, work share policies, fisheries restocking process and policies during the pandemic.
