BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES February 3, 2021 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, February 3, 2021, at 2:00 p.m., in the Senate Hearing Room of the Boji Tower. The agenda summary is as follows: 1. Discussion with DHHS Director, Elizabeth Hertel regarding covid supplemental vaccine and testing funding. The Chairman called the meeting to order at 2:05 p.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman welcomed the committees new member Sen. Daley. The Chairman held a moment of silence to recognize the passing of former Senate Appropriations Chair, Sen. Shirley Johnson. The Chairman made a motion, supported by Sen. Schmidt, to excuse absent members from the meeting. Without objection, Sen. Bumstead was excused for the moment. The Chairman entertained a motion by Sen. LaSata, supported by Sen. Outman, to adopt the committee rules for the 2021-2022 session. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Nesbitt, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer Nays: None The motion passed and the rules were adopted. Next, the Chairman invited Elizabeth Hertel, Director of the Department of Health and Human Services, and Farrah Handley, Senior Deputy Director of Financial Operations, to present and overview of the covid supplemental vaccine and testing funding for the committee. At 2:25p.m., Sen. Bumstead entered the meeting. The Chairman entertained a motion by Sen. Hertel, supported by the Chair, to adjourn the committee.
