BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0793 FAX: (517) 373-5607 COMMITTEE MEETING MINUTES March 23, 2021 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, March 23, 2021, at 3:00 p.m., in the Harry T. Gast Appropriations Room. The agenda summary is as follows: 1. Reported SB 141 (S-1) (Sen. Schmidt) with recommendation. 2. Reported SB 142 (S-1) (Sen. Brinks) with recommendation. 3. Reported SB 143 (S-1) (Sen. Moss) with recommendation. 4. Reported SB 144 (S-1) (Sen. VanderWall) with recommendation. The Chair called the meeting to order at 3:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki and Wojno, a quorum was present. The Chair entertained a motion by Sen. Theis to adopt the meeting minutes from March 16, 2021. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. VanderWall to adopt the (S-1) version of SB 141. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Moss to adopt the (S-1) version of SB 142. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. VanderWall to adopt the (S-1) version of SB 143. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None Page 1 of 2 The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. VanderWall to adopt the (S-1) version of SB 144. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding SB 141: Lauve – No Position The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 141, SB 142, SB 143 and SB 144: Matt Miner, Midwest Independent Retailer Association – Opposition Brendan Ringlever, Michigan Spirits Association – Opposition The Chair entertained a motion by Sen. Moss to report the (S-1) version of SB 141 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. VanderWall to report the (S-1) version of SB 142 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Moss to report the (S-1) version of SB 143 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. VanderWall to report the (S-1) version of SB 144 to the floor with recommendation that it pass. There being no further business before the committee, the Chair moved to adjourn the committee.
