BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-6920 FAX: (517) 373-2751 COMMITTEE MEETING MINUTES June 24, 2021 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Tuesday, June 24, 2021, at 8:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follow: 1. Reported HB 4656 (Rep. Cambensy) with recommendation. 2. Reported HB 4631 (Rep. Filler) with recommendation and immediate effect. 3. Reported HB 4632 (Rep. Garza) with recommendation and immediate effect. The Chair called the meeting to order at 8:32 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Victory, Sen.(s) VanderWall, Johnson, Runestad, Chang and Irwin, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from the June 15, 2021 meeting. Without objection, the minutes were adopted. The Chair brought up HB 4656 and invited Rep. Cambensy and Sen. McBroom to summarize the bill. The Chair invited the following individuals to present testimony regarding HB 4656: Honorable Jennifer Mazzuchi, Marquette County Circuit Judge, via Zoom – Support Matt Wiese, Marquette County Prosecutor, via Zoom – Support Patrick Crowley, Marquette County Public Defender, via Zoom – Support Greg Zyburt, Marquette County Sheriff, via Zoom – Support Tom Boyd, State Court Administrative Office – Neutral The Chair entertained a motion by Sen. VanderWall to report HB 4656 to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Chang and Irwin Nays: Sen. Runestad The motion prevailed and the bill was reported. The Chair brought up HB's 4631 and 4632, and invited Rep.(s) Filler and Garza to summarize the bills. The Chair invited the following individuals to present testimony regarding HB's 4631 and 4632: Thomas Zahina, Wayne County Airport Authority – Support Diana Prichard, Americans for Prosperity – Oppose Jennifer McDonald, Institute for Justice, via Zoom - Oppose The Chair entertained a motion by Sen. VanderWall to report HB 4631 to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Victory, Sen.(s) VanderWall, Barrett and Chang Nays: Sen.(s) Johnson, Runestad and Irwin The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4631. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. VanderWall to report HB 4632 to the floor with recommendation that the bill pass. The vote was as follows: Yeas: Chair Victory, Sen.(s) VanderWall, Barrett and Chang Nays: Sen.(s) Johnson, Runestad and Irwin The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4632. Without objection, immediate effect was recommended. The Chair moved to adjourn the committee.
