BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES October 19, 2021 A meeting of the Senate Committee on Oversight was scheduled for Tuesday, October 19, 2021, at 2:00 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4778 (S-1) (Rep. S. Johnson) with recommendation. 2. Testimony regarding Office of the Auditor General Performance Audit Report Flint Emergency Expenditures, State of Michigan, July 2021 #000-2021-21. The Chair called the meeting to order at 2:02 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Theis, Bizon and Irwin, a quorum was present. Chair McBroom invited the committee to recite the Pledge of Allegiance. Chair McBroom entertained a motion by Sen. Theis to adopt the meeting minutes from September 28, 2021. Without objection, the minutes were adopted. The Chair brought up the (S-1) version of HB 4778, which was adopted during the September 28, 2021 committee hearing. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4778: Bree Anderson, Michigan Department of Technology, Management and Budget – Support Merissa Kovach, ACLU Michigan - Support The members had no questions relative to HB 4778 (S-1). The Chair entertained a motion by Sen. Bizon to report HB 4778 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Theis, Bizon and Irwin Nays: None The motion prevailed and the bill was reported. The Chair brought up the Office of the Auditor General Performance Audit Report on Flint Emergency Expenditures, State of Michigan, July 2021 #000-2021-21. The Chair reminded the committee that multiple state departments were involved in the Flint Emergency Expenditures audit but today's hearing will focus only on the Michigan Department of Education portion. The Chair invited the following individuals to present testimony in person regarding the Flint Emergency Expenditures audit: Steve Koschay, OAG Audit Administrator Ryan Austin, OAG Audit Supervisor Member questions and discussion followed. The Chair invited the following individuals to present testimony via Zoom regarding the Flint Emergency Expenditures audit: Kyle Gurrant, Michigan Department of Education Deputy Superintendent Finance and Operations Diane Golzynski, Director Michigan Department of Education Office of Health and Nutrition Services Ann Richmond, Director Michigan Department of Education Office of Financial Management Member questions and discussion followed, with Kyle Gurrant responding to all questions. There being no further business before the committee, Chair McBroom entertained a motion by Sen. Theis to adjourn the committee at 2:51 p.m. Without objection, the committee was adjourned.
