BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-6960 FAX: (517) 373-0897 COMMITTEE MEETING MINUTES February 28, 2023 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, February 28, 2023, at 9:30 a.m., in the Harry T. Gast Senate Appropriations Room of the Capitol. The agenda summary is as follows: 1. Reported HB 4016 (S-1) Rep. Witwer with recommendation and immediate effect. The Chair called the meeting to order at 9:30 a.m. With no members present, the committee was recessed. At 5:45 p.m. The Chair reconvened the committee and instructed the Clerk to call the roll. At that time, the following members were present: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Camilleri, Klinefelt, McMorrow, Cavanagh, Bumstead, Albert, Damoose, Huizenga, Outman and Theis, a quorum was present. The Chair made a motion, supported by Sen. Cherry to adopt the committee meeting minutes from the February 1st and 8th. Without objection, the meeting minutes were adopted. The Chair invited Josh Sefton of the Senate Fiscal Agency to summarize HB 4016 and the (S-1) version for the committee. The Chair made a motion, supported by Sen. McCann, to adopt the (S-1) version of HB 4016. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Camilleri, Klinefelt, McMorrow, Cavanagh, and Damoose. Nays: Sen.(s) Bumstead, Albert, Huizenga, Outman, and Theis. The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Klinefelt, supported by Sen. Bayer, to report the (S-1) version of HB 4016 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Anthony, Sen.(s) McCann, McDonald Rivet, Cherry, Bayer, Santana, Shink, Irwin, Hertel, Camilleri, Klinefelt, McMorrow, Cavanagh, and Damoose. Nays: Sen.(s) Bumstead, Albert, Huizenga, Outman, and Theis. The motion prevailed and the bill was reported. Page 1 of 2 The Chair made a motion, supported by Sen. McCann to recommend immediate effect for HB 4016. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair, supported by Sen.
