BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-5100 FAX: (517) 373-5115 COMMITTEE MEETING MINUTES March 16, 2023 A meeting of the Senate Committee on Energy and Environment was scheduled for Thursday, March 16, 2023, at 1:30 p.m., in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 88 (S-1) (Sen. Santana) with recommendation and immediate effect. 2. Reported SB 89 (Sen. Cherry) with recommendation and immediate effect. Due to Senate Session, the committee was delayed. The Chair called the meeting to order at 2:13 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Polehanki, Damoose, Outman, Hauck, and Bellino, a quorum was present. The Chair entertained a motion by Sen. McDonald Rivet to adopt the meeting minutes from March 9, 2023. Without objection, the minutes were adopted. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen.(s) Chang and Lauwers were excused from the meeting. The Chair invited Sen. Cherry to summarize SB 88 and SB 89. The Chair entertained a motion by Sen. McDonald Rivet to adopt the (S-1) version of SB 88. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Polehanki, Damoose, Outman, Hauck, and Bellino Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Bellino to report the (S-1) version of SB 88 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Polehanki, Damoose, Outman, Hauck, and Bellino Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 88 (S-1). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Shink to report SB 89 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McCann, Sen.(s) McDonald Rivet, Singh, Bayer, Shink, Hertel, Camilleri, Polehanki, Damoose, Outman, Hauck, and Bellino Nays: None Page 2 of 3 The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 89. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
