BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7748 FAX: (517) 373-1387 COMMITTEE MEETING MINUTES May 17, 2023 A meeting of the Senate Committee on Finance, Insurance, and Consumer Protection was scheduled for Wednesday, May 17, 2023, at 12:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4084 (Rep. Shannon). 2. Reported SB 326 (S-2) (Sen. Singh) with recommendation. 3. Reported SB 150 (Sen. Chang) with recommendation. The Chair called the meeting to order at 12:53 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga and Theis, a quorum was present. The Chair entertained a motion by Sen. Moss to adopt the meeting minutes from April 26, 2023. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding HB 4084: Rep. Nate Shannon – Support Jennifer Varney, City of Sterling Heights – Support Peter Mormon, Michigan Department of Treasury – Neutral Mike Johnston, Michigan Manufacturers Association – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4084: Dave Ruman, J.G. Kern – Support Amanda Tomich, Michigan Assessors Association – Support Judy Allen, Michigan Townships Association – Support Senator Paul Wojno – Support The Chair invited the following individuals to present testimony regarding SB 326: Sen. Sam Singh – Support Kurt Berryman, Auto Dealers of Michigan – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 150: Page 1 of 2 Judy Allen, Michigan Townships Association – Support The Chair offered, and summarized, a Cavanagh Amendment #1, to SB 326. The Chair entertained a motion by Sen. Bayer to adopt the Cavanagh Amendment #1 to SB 326. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, and Theis. Nays: None The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Bayer to adopt the (S-1) version of SB 326, as amended. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, and Theis. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Irwin to report the (S-1) version of SB 326, as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, and Theis. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Moss to report SB 150 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, and Theis. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Daley was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
