BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES May 18, 2023 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Thursday, May 18, 2023, at 8:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 262 (S-1) (Sen. Irwin) with recommendation. 2. Testimony regarding SB 268 (S-1) (Sen. Hertel). The Chair called the meeting to order at 8:30 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber and Bellino, a quorum was present. The Chair entertained a motion by Sen. Polehanki to adopt the meeting minutes from April 27, 2023. Without objection, the minutes were adopted. The Chair explained Substitute (S-1) to SB 262. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 262: Mack Jones, LARA – Support The Chair entertained a motion by Sen. Polehanki to adopt the (S-1) version of SB 262. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, and Bellino. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. McCann to report the (S-1) version of SB 262 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, and Bellino. Nays: None The motion prevailed and the bill was reported. The Chair invited the following individuals to present testimony regarding SB 268 (S-1): Page 1 of 2 Jon O'Hara, Great Lakes Preneed Funeral Home – Support Tracy Whitaker, Homesteaders Life Company – Support Jared Rozycki, Michigan Funeral Directors Association – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 268 and (S-1): 138 members of the MI Preneed Coalition – Support Kierstie Sieloff, National Alliance of Life Companies – Support Mark Neidinger, National Guardian Life Insurance Company – Support Brian Linquist, Great Western Insurance Company – Support Jessica Sever, American Memorial Life Insurance Company – Support Marvin Joseph Cox, Jr, Forethought Life Insurance Company – Support Marcia Hune, Life Insurance Association of Michigan – Support Rob Anderson, Farm Bureau – Support Joseph Sullivan, DIFS – Neutral The Chair entertained a motion by Sen. Hertel to adopt the (S-1) version of SB 268. The vote was as follows: Yeas: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck, Webber, and Bellino. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Hauck to excuse absent members from the meeting. Without objection, Sen. Lauwers was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
