BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX (517) 373-5958 COMMITTEE MEETING MINUTES February 14, 2019 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, February 14, 2019, at 9:15 a.m., in the 1100 Room of the Binsfeld Building. The agenda summary is as follows: 1. Reported SB 3 (S-1) (Sen. Lucido) with recommendation and immediate effect. 2. Reported SB 23 (S-1) (Sen. Runestad) with recommendation and immediate effect. 3. Reported SB 24 (S-1) (Sen Lucido) with recommendation and immediate effect. 4. Reported SB 87 (Sen. McBroom) with recommendation and immediate effect. The Chairman called the meeting to order at 9:17 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang, and Irwin, a quorum was present. The Chairman entertained a motion by Sen. Barrett to adopt the meeting minutes from the February 7, 2019 meeting. Being no objection, the meeting minutes were adopted. The Chairman brought up the (S-1) version of SB 3, which was adopted during the February 7, 2019 committee hearing. The Chairman entertained a motion by Sen. VanderWall to report SB 3 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang, and Irwin Nays: None The motion prevailed and the bill was reported. The Chairman moved to recommend immediate effect for SB 3 (S-1). Without objection, immediate effect was recommended. The Chairman brought up the (S-1) version of SB 23, which was adopted during the February 7, 2019 committee hearing. Page 1 of 2 The Chairman entertained a motion by Sen. The Chairman invited the following individuals to present testimony regarding SB 87: Judge Chris Ninomiya, Dickinson 41st Circuit Court - Support The Chairman read the cards of those individuals not wishing to present testimony regarding SB 87: Meghann Keit, Michigan Association of Counties – Support Tom Clement, State Court Administrative Office - Support The Chairman entertained a motion by Sen. Johnson to report SB 87 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang, and Irwin Nays: None The motion prevailed and the bill was reported. The Chairman moved to recommend immediate effect for SB 87. Without objection, immediate effect was recommended. There being no further business before the committee, the Chairman moved to adjourn the meeting.
