HOUSE OF REPRESENTATIVES COMMITTEE ON RULES REP. BILL SCHUETTE CHAIR COMMITTEE MEETING MINUTES The House Committee on Rules was called to order by Chair Schuette. The Chair requested attendance to be called: Present: Reps. Schuette, Aragona, Wendzel, Martin, DeBoer, Witwer and Liberati. Absent: Reps. Posthumus and Herzberg. Excused: Reps. Posthumus and Herzberg. Representative Wendzel moved to adopt the meeting minutes from March 06, 2025. There being no objection, the motion prevailed with unanimous consent. At 10:31 AM, the Chair laid the committee at ease. At 10:32 AM, the Chair called the committee back to order. The Chair laid HB 4154 before the committee: Dan McMasters, representing the Office of Representative BeGole, testified in support of HB 4154. The following person submitted a card in support of HB 4154, but did not wish to speak: Dawn Crandall, representing the Home Builders Association of Michigan. Representative Martin moved to report out HB 4154 with recommendation. The motion prevailed 5-0-2: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin and DeBoer. Nays: None. Thursday, March 13, 2025 10:30 AM Room 519, House Office Building HB 4154 (Rep. BeGole) A bill to amend 1996 PA 160, entitled "Postsecondary enrollment options act," by amending section 3 (MCL 388.513), as amended by 2020 PA 131. Pass: Reps. Witwer and Liberati. The Chair laid before the committee presentations on the impact of administrative rules on Michigan businesses. Amanda Fisher, representing the National Federation of Independent Businesses, gave a presentation on the impact of administrative rules on Michigan businesses. Jacob Manning representing the Small Business Association of Michigan, and Lindsey Potter, Chair of the Childcare Association of Michigan and operator of Bright Light Early Childcare and Education, gave a presentation on the impact of administrative rules on Michigan businesses. Questions and discussions followed. Mike Johnston, representing the Michigan Manufacturers Association, gave a presentation on the impact of administrative rules on Michigan businesses. Questions and discussions followed. Mike Alaimos, representing the Michigan Chamber of Commerce and Peter Ruddell, representing the Honigman Law Firm, gave a presentation on the impact of administrative rules on Michigan businesses. Questions and discussions followed. Representative Schuette moved to excuse Reps. Posthumus and Herzberg from the meeting. There being no objection the motion prevailed by unanimous consent.
